This is in violation of their Visa/Mastercard merchant agreement. Items that are charged have to be shipped within the next business day, otherwise they are not allowed to finalize the charge.

I'd ask for a refund. If she refuses, instruct your credit card bank to issue a chargeback.
You can also ask your bank for a visa complaint form. It really grabs the attention of the merchant when thier bank threatens to pul their service.
