8.01(a) (3) - Step off

8.01(a) (3) Step off is not defined as to backward or forward in the Windup position. In 8.01(b) for the Set position it clearly defines how you should stepoff, backwards. The question arose after experiencing a pitcher with runners on base, started in the wind up with his pivot foot on the plate then realized he needed to go to the stretch. He stepped Forward, completely off, then placed his pivot foot alongside the rubber. My partner, BU, called time and warned the pitcher he must step "Backward" off the plate before reengaging. This was USSSA 10's age group, OBR. At this age group, unless pitcher gains a strong advantage we warn first. My partner defined it as starting his pitching motion, by stepping forward. In researching past forum threads could not find any clarification on this situation. Thanks in advance.
