Hmm, I'm not sure what the official LL mechanic is. That is how I was trained by my local LL when I first started back in '96 and that is the only mechanic I saw when working from other LL umpires in the area.

I distinctly remember that because when I started working ASA fastpitch a few years later, it threw me off being in B with only one R1.

It wouldn't surprise me if this were a made up local mechanic, reflecting back on some of the other things they had us doing.
