It's called a personal foul because it's a foul against a person, as opposed to, for instance, encroachment, which is a foul against an imaginary line. For a time all contact fouls, including illegal use of hands, were considered personal, but that ended almost 40 yrs. ago.
Very rough memory search/guess here, but I'm going to say the category "personal foul" was borrowed from basketball ca. 1930. Before that they were just named and signaled individually.
