They are allowed. Anyone enforcing anything differently is inventing their own rule and conducting a fashion police action - not officiating an NFHS regulated softball game.
And that goes for any local rules interpreters that instruct their umpires to be a fashion police man. It never ceases to amaze me at how many umpires want to invent MORE for them to do. Personally, I know I'm busy enough with my real job on the field.
