I had a similar situation about 25-30 years ago in a LL Senior (Baseball) Regional Playoff. Batter getting set in box, pitcher delivers. I call, "No pitch. Pitcher, give the batter time to get set". Defensive manager comes out of dugout complaining. I take off my mask and ask, "you want that pitch"? "Yes, I do". "You got it. (Turning to the score booth) Ball one, quick pitch". Manager goes back into 3B dugout, does not come out again until game is over.

As the old saying goes, "Be careful what you ask for. You may get it".
