I saw this play too and it would've have been a nightmare if OU's rebounded shot had gone in.
The PTS device works so all 3 officials and table-clock operator can start the clock. In the conference I work in, the table crew comes in our locker room sometime during the crew's pregame and we discuss with the clock operator about this type of situational play. Every "R" I've been with pretty much says the same thing; the trail and center should have their hand ready to push the PTS start button when the ball is legally touched on the court and the clock operator will do the same.
I don't know what happened at this game but something definitely went wrong.
