The Official Scorer has authority over the scorebook

Teams are required to supply the Official Scorer with certain information, in a certain time frame. As the game goes along, the scorer is to notify the nearer official when there is an infraction of the rules as pertains to roster, subs and player's numbers.

A coach can tell the scorer to make a change. If the change is an infraction of the rules, the scorer notifies an official and it is penalized as necessary.

A scorer may determine that a change must be made (player not on roster enters the game.) If the change is an infraction of the rules, the scorer notifies an offcial and it is penalized as necessary.

Unfortunately, some scorers are not aware of their actual duties and rely on the official to instruct them. Once a scorer has been instructed, by a team or an official, to make a change they should make the change and notify an official if it is an infraction.
