We have talked about doing something similar with paid evaluators, but have run into the problem of who to use. Are there really enough former refs who are willing to take the time to stay up with the current philosophy, mechanics, etc. and go to the games necessary? How much are they being paid? I think it is a great idea, but the logistics of working it all out so that everyone is seen and evaluated on a level field is difficult.
