At camp this summer, Mickey Crowley told us that the only thing worse than not having a rating system is having a rating system.
Refs at all levels rip each other in peer evaluations. If you can find a way to negate that basic fact (other than giving coaches 100% weight), you'll be way ahead of the game. Good luck.
