I agree with this (except I explain it as "if we're all in the same half-court, then the T has the last shot; if we're not, then the official in the same half-court as the shot has the shot.")

I think the OP was asking, though, how can an official get a better look at the play to determine if there was a foul? And, other than moving as best as you can, there's no good way -- the play is too spread out to cover completely with two officials.
