These true statements imply that you CANNOT change the arrow and that you must go to the POI -- which is why Team B gets to run the end line (or base line for Mark's benefit) for the throw-in.
While an inbounds play under B's basket is probably better than running the end line at the other end, losing the possession arrow left Team B really shortchanged, here. They gave up three points when they should have gotten the ball (nothing officials can do about that one) AND they lost the arrow in the process (officials should not have done this).
