In a two-person crew, the U should nab this call. In three-person, it is the U1.
Calling official should not start the clock - his/her arm should remain up in the air without chopping in time. Calling official blows his whistle and verbalizes a jump ball violation after/while bringing arm down. The opponents will have a throw-in at the division line (pick whatever side you want - I'd recommend the opposite side). When the ball is at the disposal of the throw-in team, the arrow is set to the other team, which is the team that violated on the jump.
If the timer didn't follow their duties properly, and instead of waiting for the official to chop in time, the timer started the clock on their own and at the first touch, the Referee should reset the clock to 8:00 (or 4:00).
