Without looking directly in my rulebooks, it is illegal for a jumper to do that in both codes. In slang terms this is "stealing the tip." It is not a "do-over" it is a violation on the jumper that did so. The team that did not violate the rule, gets the ball and you use the Alternating-Possession Procedure from there.
