There was no player control so you properly ignored the request. The team is not required to take a time-out at the next possible opportunity.
You should ask the coach if he still wants it though. He might.
Think of it this way. Would you force a time-out upon a team who requested it while on defense as soon as they got the ball? That would be silly.
The answer for the opposing coach is simple. You just tell him that there's no time-out because the request was improper.
