My question is : What are the refs supposed to do then? 2 shots and ball possession in the next period?

The next period starts with two shots
for the offended player and a throw in from the division line for team B (no change of the possession arrow).
If the period is the fourth and the score is not tied, the foul must be disregarded, because the game is over, but may be reported to the organizing body.
