Billy Mac is applying the "once the ball has become alive" penalty and time frame to sections 2b, c, d which apply to adding names or changing numbers in the score book. You can't apply the ""once the ball has become alive" penalty to the other sections....they are penalized when they occur, and that might be minutes later when the officials become aware of the situation that the score keeper might have overlooked. The foul must be charged when it occurs and enforced when the ball next becomes live.Once the ball has become live, it is too late to penalize.
