I am not really arguing anything. I am giving the most logical explanation I can think of for the differences. I could be wrong. It would not be the first time; it certainly would not be the last time.

PC foul is a foul with the player that is in control of the foul. There are not many distinctions you would need to make IMO. A Team Control foul could occur in many more situations and types of actions that result in fouls.

And honestly, who really cares why there is a distinction, just know there is one. In my opinion if you are really worried about this, you have other things to worry about. This is such a minor issue in the bigger picture. Just follow what the people you work for want you to do. I do not think there is really a right or wrong on this issue at all.
