Think about 6a this way. 4th down, they have their kicking team on the field. They get a first down by virtue of a penalty, when either team is awarded a new series following a legal kick (and it doesn't matter HOW that occurs), then the clock starts on the snap. This allows the team to replace their kicking team with the regular offense and not have the clock running.
