this makes it sound like the term "chop" block can be a term for a cut block which is the way most people use it for.

NFL needs help with technical writing. (The same types of circular locutions were used in Canadian football rule books last time I looked regarding "offside pass".) Most of us could rewrite the passage shorter & clearer, but probably still not be able to resolve the meanings of "flow of the play" and "one position away" without discussion with their rules committee.
