Part of the problem is both the NCAA and NFL have taken way the 5 yard facemask. So any grabbing of the facemask is not automatically a foul. It is possible that the official saw the grabbing, but it did not fit the new rule. And most of the pubic does not know that part of the rule and even officials do not know that part of the rule. At least in previous years there might have been less judgment as to whether there was an actual penalty or not.
I have a feeling this rule might be changed back to the way it was.
