Not buying rule or case book does not stop the training of rules.

Why would we ask people to spend $15 unneccessarily since the rules changes are not critical nor game altering?

We have complained for DECADES that the NFHS changes rules each year just to sell books . . . this is the first year we see that the purchase is not necessary.

As you know I am the Secretary of the Oregon Athletic Officials Association State Baseball Umpire Committee and I would guess if it came to a vote groups would not be required to buy the books.

As noted PBUA has NOT decided yet HOWEVER we would buy books for new umpires, for transfers and a few to have on hand if our members wanted the continuation of having a stock pile of books over the years.
