If you mean something like this, then yes, it is similar to the MLB manual in that it contains interpretations and procedures used in MiLB. These can be useful if you are working OBR-based games. It also contains PBUC 3- and 4-umpire mechanics (get the PBUC "Red Book" for 2-umpire mechanics).

I bought my copy about 5 years ago and I found it helpful. As you can see, the newest edition is readily available from several retailers.
