Explain how you can have a pitching change without timeout being called. Let's see....the coach notifies the umpire that there's a pitching change....players change positions...the new pitcher takes his warmups....

It SHOULD read

Let's see....the coach notifies the umpire there will be a pitching change....TIME!....etc, etc, etc.

There has never been a pitching change (ESPECIALLY mid-inning with runners on base) in any game I've ever worked where time has not been called. Or any game I've ever heard of. Until your post.

So the question is moot.
