The interpretation was not in a rulebook. The Interpretation was in the NF Basketball Guidebook that is published by Referee Magazine. You likely would not find it in the rulebook or casebook because that is not where it was commented on. Then again, that is why I hate these interpretations from old books anyway, because if you have to look years before to find something, that is too much work for the average person (coach or official) to go back and review. That was just the only time I have ever heard an official reference to how to handle this situation.
