its different in high school and college because in college you have team control on a throw in. I believe it doesnt matter because you have to have player control in bounds for both??????????
but once the pass is passed in and no one have controlled the ball inbounds and it is be fumbled around no 3 sec should be called but once they control the ball laying on their back they have 3 sec to shoot or get out.
