[ASA Co-Ed] Pitch Gauging?

No AA moments last week, though I did see something new from an umpire.

He looked as if he was holding his hand out toward home plate. At first I thought maybe he was calling an illegal pitch but later wondered if he was just making sure they had enough arc, since he never signaled a DDB or verbalized "illegal pitch." And most of the players swung at the pitches he did this for anyways. Either way, I'm betting this is not an approved mechanic

Which leads me to a question, under ASA rules, is the illegal pitch penalty not enforced if a batter swings at the IP? I thought I read that on this forum
