In SC, the High School League forbids it:
B. In all inter-team scrimmages, the following regulations are to be observed.
...
2. No admission fee shall be charged or monetary collection taken. Exception:
charge for one inter-team scrimmage.
3. No official will be paid a fee for services. Expenses may be paid.
Locally, they use it for training and evaulating umpires.
