Bad teams can make for interesting situations
Rec level summer league with high school aged girls playing under FED rules. Catchers from both teams did this: runner at second, outs don't matter, ball four to batter. Both catchers of taking three steps in front of the plate and toward third base before trying to throw out a runner stealing third. On two occasions, one by each team's catcher, the batter-runner and catcher came in contact with each other on a base on ball in front of the plate while a runner was stealing third. I called nothing in both cases.
Neither coach questioned the no-call, but supposed one of them did. How would you defend the no-call? I'll see these teams again later in the season.
