Unhappy Game delay?

This really touches a nerve for me. I hate this delay but refuse to invoke the 20 second rule if I am the only ump to do so. Some of our older JO teams are playing 4 and 5 innings in 75 minutes.

I know it is not the technical rule but I would NOT allow the out in this situation as the defense was delaying the game and had in effect a timeout -- which would allow the runner to vacate the base to talk with her coach -- providing she creates no further game delay.

I really beleive ASA must add to the POE this tactic of game delay by the defense. Is a coach who is ahead gaining an advantage of not playing an additional inning that would otherwise be played before the time has expired?????? If the defense can congratulate each other after a good play, why shouldn't the offense be able to do the same after a good hit???? grin Most of us use the "locked box" to speed up the batters, so why not prohibit defensive celebration huddles!
