In as VoIP is an IP based unit, the answer is yes, the signal can be "tapped". The problem is you have to unscramble the signal, the timing and the framing in order to hear the conversation. I am not saying that it cannot be done, but today, it is difficult. Tomorrow, they may sell the equipment on ebay!
