Pay is a local issue. NFHS does not address pay in their rules.
In my State the pay scale for Varsity contests is set by the State. All other pay issues are negotiated between the Schools and the local referee associations
In our association, first the School would be expected to pay both officials the entire game fee. We would then recommend to the official who showed up late to pay the other official 1/2 of the game fee.
