Just one of those things you think about when there is a close play like that. I mean if you have passed a base you are considered to have touched it....but she wouldn't have passed it, just reached it so I wouldn't have an out for leaving early.....I could have an out for delay if she stayed there too long before touching, or breaking for home. What say you all?
If the ball is not in the circle, the is no LBR, so it really doesn't make any difference where the runner is, still or moving.
