I hate to disagree with you but the OhioHSAA does not have an evaluation process. There are not forms for coaches to fill out (even though I doubt a coach could complete one,  ), coaches recommend officials who they like based upon whether they agree with the officials' calls or not. It is a giant popularity contest.
