If the shot was never released, it could never have gone in, so there wouldn't be a discussion on whether it should count or not. The unstated "prior to the foul" should be inferred following "whether the shot was released." It's the only way the post makes sense.

I didn't go to MIT either, and I don't disagree with your logic, but look at the statement again:
