If he was up by one, do you think the other coach would be OK with it? If you called a T for enforcing the rules, I don't think offending coach would have a problem with it.

When someone wants me to ignore the rules, I ask(nicely) which ones would you like me to enforce?

That said, I'd say it's your call. Clearly just a pedestrian tech and nothing more.
