Falling down...maintains dribble...

One of my refs in my youth league insists on calling travel whenever a player with the ball goes to the floor. We had a discussion yesterday and I told him I thought he was incorrect in one of his rulings.

Holding the ball...falling to the floor...TRAVEL...we agreed.

Catching the ball in the air, going to the floor...TRAVEL...we agreed

Dribbling the ball, falling to the floor, maintaining control of the dribble...Me- NO TRAVEL...him, TRAVEL.

He cited rule 4-45 (iirc) from the most current rule book and the verbage about touching the floor with...... other than ..... (not sure the exact wording).

I told him he needed to cite a case play for me....

Can you guys assist me...I feel I am correct in my interp of the scenario where the dribble is maintained simply because you can not have a travel during a dribble. Right?
