Otherwise to ref you have to attend a meeting, sign something saying you were there and then take the test they hand out at the end of the meeting.

I think it's highly likely that the assignor was desperate for someone (anyone!) to cover the game. The non-registered official was an old officiating friend from way back who happened to have an evening free and did a favor for a friend. Probably a one-time emergency work-around that benefited everyone.
