I had this situation earlier this week in a junior high game. Coach A (whom I officiate with on the varsity circuit) was crying to me that I incorrectly awarded free throws to the opposition because it was an "offensive" foul.
I told him that there is no team control on the throw in, and he should know that since he is an official. He bought my explaination and we progressed through the rest of the game without any incident.
