Wasn't saying they did. I was just establishing two very differnet but diverse groups....one with teams that often get at-large bids (even if they are an 7-12 seed) versus teams that only get it because they won their league (and end up as a 14-16 seed and are thrilled to lose to Duke, UNC, or UK). The 14-16 seed sometimes pulls off a suprised upset but I don't think any one ever thinks they "should" have been a 2-3.
