Absolutely! This rule should be followed to the letter from both a safety and liability standpoint.
There was a case of a varsity football player here that caught a pass over the middle, had his helmet taken off by a defensive player attempting to make a tackle and then was hit in the head by another defensive player's helmet in the course of a second or two. The unprotected player seized on the field and nearly died.
You can read about it and watch the video here. My wife was photographing the game and saw the hit upclose through her view finder. Not pretty.
