Younger officials either are too concerned with play on the court or too scared to take action. It's problematic because the sub-v coaches are the ones needing the rule the most.

I'm a varsity ref. Those guys have no clue what the phrase "spirit of the rule" means, clearly.
For everyone else, here's the text. Number 1 is pretty clear to me. It's essentially a rewrite of the NFHS seat belt rule (no optional coaching box):
1. Coaching Box
For varsity games only the head coach may be off the bench in front of his/her
seat within the confines of the designated fourteen-foot coaches boxto give
instructions to his/her players and/or substitutes.
2. Bench Conduct
For all nonvarsity competitionthe following coaches bench conduct rule must
be followed: A direct technical foul will be assessed a coach for failure to
maintain body contactwith the bench at anytime while the clock is running or
is stopped except to:
A. Rise and stand in front of his/her seat to request a time-out or signal
his/her players to request a time-out.
B. Confer with personnel at the scorers’ table to request a 60-second time-out
for a correctable error.
C. Confer with personnel at the scorers’ table to request a 60-second time-out
to prevent or rectify a timing or scoring mistake or an alternating
possession mistake.
D. Replace or remove a disqualified or injured player, or player directed to
leave the game, within 20seconds when a substitute is available from
within the confines of his/her bench.
E. Confer with bench personnel and players within the confines of the bench
area during a charged time-out or the intermission between quarters and
extra periods.
F. Attend an injured player when beckoned onto the court by an official.
