Under FIBA rules, the rule states the Home team shall wear a light colored uniform HOWEVER if both teams agree the Home team may wear a dark colored uniform.

Truthfully, this rule originated with at the NCAA level. There was a televised Big Ten game about five years ago between Wisconsin and Illinois. Wisconsin was wearing a brownish Red and Illinois was wearing a redish-orange. The players could distinguish on the court well enough to play the game, but the TV viewers could tell which team was which. The network fielded a number of complaining phone calls and the word got back to the Big Ten. They felt that it was poor for the marketing of their product and that was the genesis of the rule requiring one team to wear WHITE jerseys.
PS Remember that this was before HD TV.
