My understanding of IAABO is two fold.
1. Local membership; you are a member of a local board.
2. Independent membership; you may have been part of a local board and relocated to an area that does not have a local board near by. You can still maintain your membership in IAABO under independent status.
Now, if you happen to relocate back to an area where there is a local board you do not have to join that board to be assigned game according to IAABO by-laws because you are in an independent membership status.
