That's the key. The violation makes the ball dead. Once that happens, one no longer has a LIVE ball entering the basket from above. Rather one has a dead ball doing that.

6-7-9 The ball becomes dead, or remains dead, when:
. . . A violation, as in 9-2 through 13, occurs (see exception d below).

9-4 A player shall not travel with the ball, as in 4-44, intentionally kick it, as in 4-29, strike it with the fist or cause it to enter and pass through the basket from below.
PENALTY:The ball is dead when the violation occurs and is awarded to the opponents for a throw-in from the designated out-of-bounds spot nearest the violation.

16. The official's whistle seldom causes the ball to become dead (it is already dead).
