It's exactly what they said, believe it or not. A "clear path to the basket" foul occurs when a player is fouled from behind with no other defensive player between himself and the basket, and the referee judges that the offensive player had a legitimate chance to score on the play. There are other restrictions, as well, but that's the basics. (The play has to originate in the new offensive team's backcourt. The foul has to occur between the top of the free throw circle in the backcourt and the new offensive team's basket.)
The penalty is one shot and possession of the ball.
