You should get a copy of the NFHS Basketball Handbook, if you don't already have one. The latest version that I have is from 2002-04. There is a section in the front titled "Chronology of Basketball Rules" which lists the major changes and modifications. It makes for an interesting read.
The three-second change is listed under 2002.
