You're getting the situations mixed up!

The hop on one foot loophole is for a dribbler crossing into the fountcourt that, as long as they hop across on one foot and continue to hop on that same foot, may return to the backcourt without penalty....since they're still in the backcourt until both feet touch entirely in the frontcourt. Of course, they have a 10 second count to worry about.
