If you read my post is both cases I refer (as does rule 8-2-2) to fouls by the opponent of the
touchdown-scoring team
I have yet to see a "good fg" on a
touchdown-scoring play!
However, yes, you are correct in that fouls listed in 3-3-4 are excluded from period extension procedures...
