POTD: Roughing Passer Enforcement

I'm the play of the day e-mail list. Today's play:

SITUATION 7: A1's pass on first and 10 from B's 40 is complete to A2 at B's 20. During the pass, A1 is roughed by B1. A2 advances to B's 10 where he fumbles the ball out of bounds into the end zone and over the end line.

RULING: If the penalty is accepted, it is administered from the end of A2's run which is B's 10-yard line. (9-4-4)

Now I know in NCAA interpretation is that the change of possession is considered to be "during the down" (even though the TB is awarded AFTER the play). But, if that's NCAA's interp I understand and accept that ruling.

But, for fed they make no mention of during the down. They just say something like "and there's no change of possession" (don't have my book handy) is when they go from the end of the run.

I can accept both interpretations as going from the actual end of the run. Is the POTD an "official ruling?" I'm guessing it's in the case book somewhere. True? If so, where? Again, I don't have my books handy today.
